I read this blog post that was awesome. you can easily understand what is Google Dance. You should read this article.
An article from 2009 isn't very helpful.
I think to google dance means when someone visits on our website and subsequently exit from the website and then visits on another website then this activity may change your ranking on SERP.

When the ranking of keywords fluctuates, it is called Google dance. Suppose today the ranking of a keyword is 5, the next day it goes to 20 and the next day again it comes to 9. So this fluctuation repeatedly in the ranking, this process is called Google Dance.
