I think none of the previous SEO off-page techniques have the same value which were before. So you have to be very careful in doing SEO off-page. You have to rely on SEO on-page.
All the off-page techniques are good but which type of content you using in the off-page process is very important. Because unique, relevant and user friendly content are very important to improve engagement with people on social media as well as on other channels also. To get good ranking on Google search engine you should focus on unique content in off-page techniques otherwise the expectation of good result is not right.

You could create a PBN but this can take months to develop and requires a lot of effort to be effective.
You can nurture relationships with influential websites with the aim of becoming a guest author (not the same a guest posting).
You can pay people to promote your products and services.
You can pay for links (google doesn't like this but can't prove it).
You can become authoritative so that people link to your reference material.
You can work with partners to get referrals and reviews.
The golden rule is: the easier a link is to obtain the lower the value of that link. This is why working on your site will have far more benefit than chasing links. Google is looking for trust, authority and relevance. If you can deliver this you are doing well. All you then need are citations reviews and referrals.

No don't do this. You need to be different than your competitors. Do thinks that they don't do. For example, rather than just target business loans you develop a whole range of pages focused on particular types of loan.
I've been working with a client in Belgium who loan business is not really successful because they have got highly targeted marketing.
