    Have you determined that there is a market for your flowers?

    No market = no sales

    Forget the budgeting etc, do some extensive research and see if there is enough demand for it. Just because there may not be a florist near you doesn't mean to say that if you open one you will have success.

    Have you created a business and marketing plan? I'm guessing you haven't because if you had you should not have to ask your original question.

    Start there, both plans will identify the need for your product and also who your ideal client is, so you can market to them directly.

    I would like to suggest you before opening any business just try to know how much competition in business and what unique thing should you do so that you can give good service to your customer or client so that your market demand also go high

    You need to create projected profit to loss statement. Do you have the funds ready to start the business. You can't create a budget, if you don't have the capital. Once you have the capital, project what will be your fixed and variable expenses. Also, project what your income will be. This way you know how to allocate funds. Business budgeting is all about fund allocation. Hopes this helps you
