Can anyone explain what is Google Sandbox?
The Google sandbox refers to a commonly held belief that Google has a filter that places all new websites under restrictions for a certain amount of time to prevent them from ranking in searches. The idea behind the Google sandbox is that newer websites are not as relevant as older sites, and they are also more likely to be spam.
The Google sandbox stopped being a thing years ago. A new site if properly built can rank withing hours of being indexed.
I didn't really believe this was possible until I did successfully did this myself on a new site I'm building. I ranked on the first page of Google results for a niche topic with some competition (not a lot) within 1 hour.
My new SEO strategy:
1) Forget about backlinks, guest posts, sitemaps, forum links, etc. along with pretty much everything that can be described as a "seo hack"
2) Devote 100% of my efforts to finding suitable topics, creating good unique niche content and presenting it in a Google-friendly (east-to-read) format
3) Let the algorithm do its thing
Some ticks/tricks may help but why risk your site's ranking on something that you may get penalized for in the future? That algorithm thing is smart and getting smarter by the hour.
The only thing I'm pretty sure of is that long-term, Google will continue to push quality content to the top and find ways to weed out low quality content.

Even with good content, a site is may still significantly affected by the Sandbox effect. A site is sandboxed when it is new and does not rank for the keyword phrases that are not incredibly competitive in Google.

But if you are asking about the definition just for knowledge about sandbox then- Google sandbox is an imaginary storage area where google saves all the new websites or old websites with zero traffic. only when websites show some traffic google will remove from the sandbox and reflect in SERP.
That's not correct. The sandbox was never a 'place'. It simply referred to the movement up and down the ranking as Google indexed the site. New sites would often be given a ranking boost and then fall back down in over the next few days/weeks.
