If you need to ask how to use a PBN you shouldn't even consider doing this.
Web2 has been and gone and has no part in SEO.
PBN simulates a situation where you get backlinks from blogs that recommend your business/product at a relatively cheap price. PBN is used as tier 1 backlink source whereas web2.0 can be used in tier 1 and tier 2 too. But Web 2.0 has been gone.
Both these methods are used to increase the number of backlinks to your website which in turn leads to better Search engine rankings.
Web 2.0 --> Other websites where you put your content & get back link. Less effective.
PBN --> Your own network of high DA/PA etc which is in your control & you put backlink.
Web 2.0 means you post content on another domain, but PBN means private blog networks, It's your own. You can control it.
It's really a matter of safety. PBN's are more powerful but riskier. Web 2.0s lack the power of a PBN but they're safer.

WEB 2.0 is entirely something else. Their effect is not as clear or immediate as PBN's but many believe their significance is important. In my opinion, they are no less important and show the search engines that the business is active!

Web 2.0 is other websites where you publish your content. You can't control the web 2.0 website. On the other hand, personal blog network is your own network where you can publish content as well as can control the whole website.
The difference on the basis of creation - Web 2.0s can or can not have authority If you are using an expired web2.0 it might carry some authority. Whereas PBN is a network of expired domains having authority
A PBN is a collection of high authority websites that you have complete control over and all of which link back to your money site.
A Web 2.0 website allows users to interact and collaborate with each other through social media dialogue as creators of user-generated content in a virtual community
