    Does it work anymore?

Create a microtask, say sharing your website link on Stumbleupon and have hundreds of people post their link out there. You'll get hundreds of visitors within moments and depending on how many sites you want your link shared, you could get numerous backlinks. Unfortunately though Google might notice and penalize your site.

But I see lots of people still promoting their websites thusly. Could it mean that it still does work?

I think your problem will get less bigger if you target first the client target you expect on your website, rather than trying to broadcast your website across all audiences in the hope the target will come. Often, successful things starts with a little community that stays here, and grows. It is much like advertising jeans for men in a non-gender-specific websites vs. in a website of cars or so on. One campaign will trigger less views, but more results.

So basically, I think that when you build a website, you should start by thinking around what purpose will it gives, rather than shouting on the street your website is open. Sure it may work. It can work. It sometimes works. But targetted approach feels more natural and with less efforts.

This type of manipulation may provide a temporary boost to your rankings, but, as you noted, it will result in a penalty, or at least a severe drop in rankings, when Google sees what you are doing. Because Google is getting smarter all the time, "temporary" could be a very short time.
Geting back to the title of your thread, however, I wold not refer to this as "outsourcing website promotion". There are legitimate marketing firms that can be hired to market your website, which is what "outsourcing" actually is. The best ones can get your website where it needs to be in a short period of time, say 3-4 months, and then continue to market the site so you don't lose the rankings they have obtained for you. They will do this using the latest legitimate marketing techniques, rather than using "tricks" to unfairly manipulate the rankings.

If you need to promote a website you need to create backlinks and share web pages over the world wide web. And It's all up to you how you want to do. The best way is creating content and get backlink from it. After that, no matter where you share it. You just need a good amount of relevant traffic that can help in boosting your business and generate leads.
