I am leaving a startup company in which I've been vested in 12% of the shares. I don't plan on being active in the company anymore, and my partners are concerned that this amount of stock owned by someone not involved will scare off investors, which we are still trying to get. Is this the case? And although it's probably not possible to put a hard number on it, what's the highest percentage of ownership that would not scare investors away?

You can consult with a good financial advisor so as to get the right suggestion so as to ensure that you do not incur losses.
