Article submission is a white hat SEO technique. In order to get your keywords in the top of SERPs, we should use all ethical Off Page techniques including this. Content is King in SEO and so this technique is important.

When most people think of article submission, they think of sites like GoArticles and Ezine.com, where articles are submitted mostly for link-building purposes, with no regard for the value of the information they contain. Other article submission sites submit your article to hundreds of websites, where the purpose is also primarily obtaining links. This is NOT a White Hat technique, and is to be avoided. A better technique would be to submit articles to networking sites, where you have a built-in audience that is interested in the content of quality, well-written articles.
Article submission directories are of no use nowadays for link building seo. Many of them have been de-indexed from search engines. Besides their link value is very low. But you could still find for some good submission sites where users are active and post links for gaining traffic. Remember that these links will not be of much use for seo.

It's interesting, I remember when article marketing was really the way to go. Seems like it's not much that way anymore. So is it true to say that article marketing is only good for building referral traffic sources?

When you submit articles to directories, you leave a link back to your website and basically that website is like voting for your website in result making your website rank better in search engines. Plus a person might be reading your article on that directory and follow the link to your website.
Submit articles with enough quality and people will link back to your squidoo and hubpages sites. Video Marketing is a great way to advertise and create backlinks. Create a Myspace And Facebook Profile for your website.
Though article submission isn't going to directly benefit your link building for seo, you could get quality link backs when people link to the article or reshare them. Plus you always have direct referral traffic from the article
