I have to design a template of a website so which software is best to use???
I personally would go with photoshop. It is a great program and the options are pretty much limitless. The only factor would be the cost; it is quite expensive if you are only going to design only one. If you would like to go with a free software, GIMP would be the best choice. It isn't all that great, but it does work.
I like Photoshop too, it is a tool to create web template. Beside that, we need a coding software such as Dreamweaver or Komposer to cover design to web template.
Lower weight comes when you start slicing and converting design to html. Write great CSS with less images and div based slicing makes the design lower weight
I agree with Asad.
A HTML web page is better than other kinds of web pages such as ASP web page.(For SEO purpose)
If you want to code, Dreamweaver is not really a necessity. There are programs like Notepad + which will do the job for you and save you a lot of money. I happen to use Dreamweaver though.
I use Dreamweaver for all of my HTML editing and Photoshop for all of my image editing. Both receive a lot of heavy use when I'm working on my SEO projects.

Photoshop And Dreamweaver both are useful software really i like this software and i use to this software it is a tool to create web template..And Dreamweaver for all of my HTML code editing and Photoshop for all of my image and web temple editing...
I think Dreamweaver and Photoshop are good for lower weight designs of images and websites respectively. I always use these softwares and I have updated them with latest version. Both are completely user friendly.

Many suggests Photoshop but you can also consider GIMP. GIMP is a free software that can do what Photoshop can.
Photoshop and Dreamweaver too for me. Photoshop can make a really cool templates while integrating it to Dreamweaver will make other things much easier.
For web design I'd suggest anything from Notepad++ to Dreamweaver, but for Graphic Designing, Photoshop and GIMP are your best choice. GIMP is a very good software, regardless of what people say.
I'm glad I'm not along on this one.
