The wordpress link fisicx posted is how I find new, free themes - it'll let you know off the bat if the theme is free, the only downside is there are tons of them on there!

Go with WordPress.org as well. There's many other sources for free themes, BUT a lot of them have hidden exploits within the theme which will lead to issues later on.

If you want to convert your HTML website to wordpress then wordpress.org itself has a lot of options to choose from for free themes. If you don't find anything there of your interests then you can search and search engines will provide a list from where you can get a lot free themes to develop your WordPress blog.

For a free theme, it already there in WordPress Login to WordPress at the right side you will see appearance> theme.
For paid one, there are many websites mythemeshop.com, themeforest.com

ForumEngine is a premium WordPress theme from Engine Themes. It’s the second release from the Vietnamese studio after their well-received Job Engine job board theme for WordPress. This time they have created a WordPress discussion forum theme that brings forum functionality to WordPress.

Free WordPress themes are easily available on wordpress.org and customizing them would be the suitable way to build the website. We do not advice to go for free WordPress themes which are not from trusted sources. They help you building content quickly and afterwards steal important data out of it. So avoid free themes.

You don't need to go to an external site, from WP backend appearance> theme. you can search and install any of the free or paid theme.

I personally prefer templatemonster and awwards. Also heard about Diva, but there are only short range of themes in it.

I have to agree Wordpress themes should be a good start for you. But, I do not recommend people to go with free themes as they are vulnerable and do not normally come with support from the developer. Also, with free themes you are limited to the customization part. Always stick to paid themes.
