I think the question is "What do we use in using programming languages?" Well actually he has a point (if that is actually what he was asking). Some programming languages may perform better on a certain OS.
Can I say Windows 8.....?

The question is incomplete. In order to reply to your question I need to know what it is you want to know. Programming languages for web sites or creating programs? Operating systems for servers or personal use? For what purpose?

I use multiple OS - Windows 7, XP, linux, and OSX.
I prefer to use Adobe's Design environment because of the seamless interaction of the programs.

Yes, the downloaded version of it is the pre-beta of it. The actual version will not be released until late this year.
Not clear what you want. I am using ObjectC on mac, DotNet, PHP and windows 7.
Actually, they've already released a preview version for developers last year. The full version will be coming late this year as per there announcement so get ready for it soon
