What is The Diffrennce between indexing a URL and Submitting a URL??
I think indexing a URL is cached by Google or search engine and after cached the URL we find it in search engine.
Submitting a URL mean we want to cache the URL through different way like article submission, bookmarking, blog posting etc. In this way we submit URL at search engine for cache the URL.
I think it is simply that Google does not necessarily index all the URLs submitted. The submitted sitemap is advisory, it is then up to the Search Engines to determine whether those URLs should be indexed. Or, may be Google just hasn't gotten round to checking/indexing those other pages yet? By look of your screenshot you only submitted the Sitemap today
Indexing URL - URL which have grant permission for search engine crawl and store in their database.
Submitting - means you try to promote a link and expect the url to be listed or include at the targeting site.

How you know the OP is refer to Google search? or asking about sitemap submission? Where is the screenshoot? Is this robots posting?
I know that google index all URLs after cached.They did index all URLs submitted in the XML sitemap. Submitting url is one of the process of submission like article submission, directory submission, bookmarking.
Index means when google crawl the url and submitted means when we submit the url for promotion in any website on the web.
submitting a url mean you are promoting a link and indexing a url mean when google crawl the url.
Indexing is the result of successful crawling. I consider a URL to be indexed (by Google) when an info: or cache: query produces a result, signifying the URL’s presence in the Google index.
Submitting URL means, you are promoting a URL.
I think indexing url means google visited your website and has added you to its database...and submitting url means google took a snapshot of your website when it last visited and stored the data in case your website went down or if there are some any other issues...
