There is no option to promote FB.. just update your FB page regularly...

To promote your FB page you should use social media because in these days social media is having millions of visitors per day and you can easily promote in front of them by posting your page on your profile of other social networking website than facebook.
FB have their own "Promote" button right now which can be use to promote your posts in FB - though it is paid. Haven't tried it yet. Do you think guys it is worth using?
That promote function seem like FB purposely reduce site owner to receive more traffic. There is no solid reason for FB to block fans page deliver message to their fans.

Write a blog post about your new page
Tag other, well-trafficked pages in your updates

Using Facebook advertising can be very direct as you can clearly define your target market. However, you need to do the sums otherwise you can rack up sizable bills without achieving anything... M.
The OP clearly said he wanted some suggestions which don't include ads - which I assume means he doesn't want to pay for anything. So here's a few ideas which have worked from experience.
Put your Facebook page in forum signatures (rather than site URL)
Log in and like other relevant pages as your page rather than personal account
Comment on blog posts and articles with a link to your Facebook page rather than site URL
Invite your friends and ask those friends to invite their own friends.
Provide an interesting post, that's what people looking for a fanpage.
JPM made a pretty good list so I'd like to add to it. First off always make an end goal of what you'd like to accomplish with social media though; meaning how would you like to use it to deliver value to your business? In addition to JPM's list, I suggest:
1. Make sure you have a vanity URL for your Facebook page
2. Create tutorial videos on YouTube and link your social media in the description
3. If you have products that you sell, put a sticker on them telling your customers to like you on Facebook
4. Send emails to all your customers asking them to like you on Facebook
5. START TWEETING and put a link of your Facebook page on your Twitter account (and tweet about your Facebook page). Keep in mind, don't post the same content in both!
