which is good for website and how to get links to website
These terms has very simple concept,
Inbound: Inbound are those links which are coming from the other sites toward your site.
Outbound: Outbound are those which are going from your site to the other sites.
I know it but which links are best for seo ,many bloggers are asking me to post their articles on my blog is it good idea to ask them post on my site or not .
It's great that bloggers view your blog as a place that they would like to post, so well done on that. Whether or not it is a good idea for you, depends on the quality of the content they can provide to you. If they can provide you with quality original content, that is of interest to your readers then go for it. If the content is not original or of interest to your readers, there is probably nothing to be gained from publishing it on your blog.
Yes, Its Very Nice idea to them who post their article in Your Blog Site But check their Content Quality. If content article is nice & interesting that its more benefits for you blog.

Both can be good. A website that is having lots of inbound links but there's no outbound links can be suspicious in the eyes of search engines. They look to you as a link hog. So better to balance those two, there is a nofollow attribute if you don't want to pass a link value to other pages. That's a good way of pointing users to other pages that have additional information based on their needs. Another use of outbound link is that when you see a good and compelling article, sometimes we tend to put it to our own blog though spinning or copy and paste. Putting the link source where you found that article is another way of making a good outbound linking.
Regarding on the users who ask for your permission to allow them to write a blog post to your blog, you are actually making lots of outbound link to that. Good thing about it, is that chances are big that those whom you allowed to write blog post to your blog will build links to their posts. You will be gaining links as well from that one. Just be careful in choosing writers, there are lots of them who are just making a request for "link gaining" purposes only. Choose those writers who want to share something interesting and informative to others. That way, you not only keep your blog from blatant spammers but you also provide great stuffs that really help a lot.
Actually it is a good idea to let others post on your blog. It both benefits the two of you. You get updates and they get links. That is the normal SEO thingy that is happening today. The only thing that you should bare in mind is to accept only good quality contents.
both outbound and inbound link can be bad, when it link to spammy site. Double check their site, before you open the guess post gateway.

Not really at all. It will if you have hundreds of it on your pages and it might look like a link farm.
GekiDan, is right, it's OK to have outbound links on your site but you shouldn't have too many of them. Also be careful as to the type of sites you link to, you should really only link to sites that are some way relevant to your site and of interest to your visitors. If you link to sites that are completely irrelevant to your site, it looks spammy and could get you penalised in the search engines.
Fergal, just want to share this knowledge regarding outbound link and this is from matt cutts. Good still consider 100 outbound link as good links but above those would gave your site a harm.
