Cross-linking can be considered manipulation and may be dangerous to your site.

    https://support.google.com/webmasters/answer/66356?hl=en

Excessive link exchanges ("Link to me and I'll link to you") or partner pages exclusively for the sake of cross-linking

Use techniques like this with caution and never excessively

Cross linking can be known as link exchange. It is not good for website as Google considers such link as spam.

In simple terms, Cross Linking refers to linking between two or more sites owned by same or different owners. This technique proves to be fruitful only if the site interlinked is relevant. If the interlinked is not relevant, then there is a possibility of your website getting penalized.

    I agree with carlbaker.
Cross linking is reciprocal linking which is not good for quality back links.

Cross linking refers to the process of linking between two sites. Search engines will penalize this kind of cross linking immediately.
