Relating to the business title there is this 5 year old site I am planning to reconstruct. For the keywords that I am targeting should I use a new domain? This problem has come around like this as this website has no traffic whatsoever.

Can I perform a redirect from the new domain to the old one by purchasing the new domain? Is this possible? How is my SEO going to get affected by all this? Is there anyone out there that can help me out with my choice?

I won't recommend a new domain as because new domain will surely be considered as new in Google and it will take minimum 2 Months to come up in Google. You can surely do redirects that 301 redirect but then also a new domain will only considered as a new domain. In spite of that I would suggest you to better up your On site SEO and then build up backlinks as much as possible.
