As it says. I've found conflicting informations on this and trust this forum more than random jibber jabbers. I have an opportunity to guest a blogs on a very relevant *but* PR0 site. Should I take the time to get a link from them?

Well, if it have traffic, why not? Besides, PR is not that important to prioritize (as per for my opinion).
Besides, as backlink is still a backlink.

PR only update 4-5 time a year, the actual value of a site is always behind the update. I do participate lot of potential forum begin with PR0, now has become PR3. Always remember, you are building a link for reader, instead of search engine robots. so relevant niche is priority, only relevant may generate CTR and traffic.

See the site if it is an authority. Then it is fine. You can check the domain authority and page authority.

almost any link from a site in a related niche is good. It depends on what you have to do to get it.
I usually don't go by PR. Just look at the number and quality of the site's backlinks.
    - this tool at majesticseo is good (i'm not able to post the link to it)

A link is a link. Depends on how quality it is.

Quality factors are PR, Relevant, Social Signals, Traffic, OBL, Age, Niche, content uniqueness etc etc

Check what ever you have in that blog/website, and determine the quality of your incoming link.

Also, If you concentrate on PR, you are more like manipulating SE's :p

You can check using open site explorer http://www.opensiteexplorer.org/

I agree, but not sure how perfect the results are. Because, I was having hard time to find exact authority for a domain. But still thats the only best tool ever. ;)

Yes, the relevant site is helping you in SERP on the keyword. As long as the site is quality site, go ahead to get the backlink
it is much better than a PR4 site with only crap content

As long as they're relevant and do-follow... of course you should!

I would definitely guest post. Even if the link is not of much worth right now it could be of great worth in a few months. Especially if the site is really relevant to your keyword.
