taxes: do you charge them at wholesale?

    I'm in Canada and just trying to sort out how this tax situation works. Do you charge taxes on wholesale items and then the retailer also charges them on individual sales?

    Also, when selling online to other countries, do you charge federal tax and no provincial tax?

    any help would be appreciated,
