Our restaurant needs to have a bilingual website in both English and Chinese. we currently do delivery and take-out orders, trying to finding a good solution to allow order online rather than phone calls. We don't know which local geek company can help. We are small restaurant, can't pay too much money, say something like $1000 would be feasible?

Where are you? There are plenty of ways to do this but some platforms are county specific.

Do you plan to accept payments in the website? If it's going to be what we call a "business card" website with a few informative pages, then $1000 should be enough i believe, even for a custom made website. Also depends on your requirements and whether you have a preference towards platform. When payments enter the frame then it becomes a bit more tricky and depends on your requirements and targets.
