A user on a forum may have a link in his signature. He may end up with hundreds, even thousands of these signature links on one forum.

How much more value is there to 1,000 of these on a single site vs 1 on that same site.

In other words, how much are additional signature links worth once you have just one ( or a few) on a certain site.

Does Google even realize they are signature links on not just random links?

Probably Google won't easily see that much but it depends on how the signatures are used in a forum, 1,000 or 1 time - it depends. Also, on every forum exist moderators so having such won't be easy. You can have 1,00 sigs inside a forum but it will just be deleted once forum moderators deemed it to be harmful to their forum sites as well as spammy (as they see it)

So the difference? In my own view, the credibility of your signature and how mods view your sigs inside their forum.

Google take these links in that case while coming from that forum which have authority in Google and Google gives credit to that forum.

Links from targeted forums still help, and you can get a few clients on top of it.

Just be sure you are genuine when posting in forums. It can have great benefits if you do it right and offer people a reason to click on those links.

IF a users with around 5K posts in a forum suddenly add his link, won't google see these as paid links?

If you are asking the value of those links, all forum links have less value as far as general SEO is concern.

It is totally depends on the quality of the postings where your signatures appear. Remember one thing, Google loves the quality content. Quality refers to the Unique, relevant and Grammatically good content. However, in my experience I have seen better results in having signature in multiple forum website than just in one.

it all depend on how strong or how good the forum. By the way, instead of SEO, forum signature is actually more on explore your site
