Recently I have read the article on SEO regular update website that Google does not rank responsive design sites better than other separate site which configures
only for mobiles. Is it really true?

Obviously, since Google's Ranking algorithm takes in account several variables, not just the variable of "mobile-friendly". If a site is mobile-friendly, but has thin content or any other blackhat technique used on it, then it will definitely get penalized by Google.

According to a recent post of Seroundtable, Google still prefers responsive design because it is user friendly as well as it has less configuration errors. So to be on a safer side, we should opt for responsive design. For more information, do check this informative post - https://www.seroundtable.com/google-responsive-rank-difference-19528.html.

Yes it is true that Google does not provide priority to responsive website. Google just said that responsive website will be a good option for any business because the users of mobile devices are growing day by day and they are using there devices for buying products and services. So if you want to increase sales and conversion from mobile devices then you should have a responsive website.

The last explanation from Google that I read was clear and unequivocal:

Responsive Web Design is officially Google’s preferred option.

    The reasons were simple enough…
    • There’s just one URL for all devices.
    • Device recognition and redirect scripts place heavy loads on Google's servers, slowing delivery of search results for users.
Anything that interferes with delivery of the best, fastest, most relevant search results is unacceptable to Google, for one very good, simple reason:

If Google's users can't get the search results they want, when they want it, they go elsewhere.

Google loses its audience — it's only asset!

    It ain't rocket science.

You can download this one-page explanation of why Google is so unyielding when you're an advertiser or SEO. It's free.

According to latest Google mobile friendly update " If your website or web pages are responsive for all mobile devices like smart phones and others, then they got ranked on search engines otherwise penalized." So make your website mobile friendly.
Yeah, it's true, it only for mobile devices, desktop and laptop ranking will not be affected.

Actually Google recent updates on responsive website design, you need to research it further and deeply, responsive websites are not only for mobiles, they are for all devices, so there is no reason to lost ranking rather after this updates other websites, not open smoothly and perfectly on all devices lost their ranking in this update.

These two posts bring up an important point. Although responsive design, and making your website mobile-friendly are now ranking factors (the latter for mobile devices), you cannot ignore other things that can also affect your rank. In order to rank highly, you must make sure you consider all ranking factors, not just the latest update.
