Tried searching via Google but I haven't seen any that tells one how to edit it.
Did you own the site? Or just a subdomain blog?

You cant edit in webmaster tool, webmaster tool is for us to track crawl error and site performance. The only way to edit, user must back to the site itself.

The site structure is something like this,
, perhaps there is control panel to change the robots txt, else there is no way to make editing.

I am unable to add Google webmaster tool in the blog.

In the control panel also there is no option of editing the robots.txt file

It seems that there's no way you can edit the site's robots.txt since your blog is placed on the site's subfolder, instead of a subdomain, like the usual blog sites.

Webmaster tool have 3 method to verified a link, for your situation you may try meta tag verified. People like self hosting, because they have full control. If still cant saw the problem, you may try alternative such as blogger, wordpress, tumblr.

By default, all blog content is visible to search engine. Because the blog provider aim to gain more traffic from search. Do you mind to share the print screen.

I think that if you need to edit robots.txt you should move your blog to more reliable host
