Racking my brain in Florida - 1099 or W2 payroll model?

    Hi Everyone. I have moved to Sarasota, FL and am opening a homemaking/companionship agency (working out of my home). I am very confused over
    which payroll model to go with, W2 or 1099. I have talked to people using either model in other areas of the state and understand the pros and cons of
    each. I just can't decide which is best for my new business. While doing my comparative analysis, I am finding local established agencies using the payroll
    system who really stress the need to have employees, not independent contractors, with the biggest factor being worker's comp insurance. I know that
    coming in using the 1099 model means lower rates and higher pay, which is a threat to W2 agencies. On the other hand, they are telling
    potential clients to ask about worker's comp when calling other agencies and I wonder if that could hurt business if I chose the 1099 model. Please
    excuse my rambling...
    Any input, advice, experience?
