The Title Tag and "Description" meta tag can be used by Google and the other search engines can be used for your search engine listing If they have a high relevance to the content on the page. The Title Tag would be used as the Title of you listing, where the relevant portion of the "Description" meta tag is used as the short snippet below the title. As such, the question about how many keywords to use becomes irrelevant. If you want the page to be ranked for the keyword "Nike athletic shoes", then you use the phrase "Nike athletic shoes". Using a longer phrase will make it more relevant to more searches, for example, "Nike women's athletic shoes" would be relevant to "Nike athletic shoes", "women's athletic shoes", and "athletic shoes", even if you use the entire phrase only once.
Please note that this is only an example of what can happen, not a specific example of what will happen.

See its Depends on you how many Keywords your meta tile and description can carry at a time but those keyword need to be there in your content also...since your unique title and description help you to rank well in Serp

Meta tags are the most important factor of ON-Page SEO, you can place the targeted keywords in the meta titles, descriptions and keywords too. Set the primary and secondary level of keywords that relevant to you website but not too much keyword stuffing. Use 3 to 4 meta keywords.

Inserting more keywords and meta description won't help you to rank well in search engines . Thse are some parameter that you should follow :

Title : 60 Character Format ( Product Name- Main Keyword | Brand Name )
    Description : 160 Character
Keywords :- use only 4-5 relevant keywords ( Keywords won't play a vital role in website promotion)

Keywords in meta description are good, as Google sometimes uses these, at least to help the user understand and preview content (not necessarily for ranking).

Keywords in meta keywords tag are understood to be outdated and useless.

And of course keywords in title tags are essentials. :)

Yes, definitely, meta tag keywords and description are the crucial aspect of ON-Page SEO. These are what through which we tell the search engines about the main keywords and description of the page. Never you ever deny them.
