Is there something called over SEO?
I've never heard the term but that isn't to say it doesn't exist. It may mean when someone overdoes what they think should be SEO and turns out not to be. A friend of mine told me about a new website that was doing everything wrong, duplicate content through many portals & urls, buying traffic at $2.29 per 1000 visitors (all spam), buying aged expired domains etc so I guess you could call that over SEO maybe....???
Yes - it may mean overly optimizing your website in terms of ON PAGE, or overly doing/building links for your portal in terms of link building (which become SEO). Is that what you mean to ask?
Over SEO is old definition, the new definition is spamming.

How much is too much?
When it is not helping and instead, hurting your website already rather than helping improve it.
Too much is also doing all strategy all at once. And yes, it is considered spamming.

If you're consistent and do your 'homework' (SEO fundamentals, marketing strategies etc.) you won't have to worry about spamming

I like this definition. There are many examples of this, by the way. One very good example is a recent one - article marketing. Up until last year, article marketing was used as a reliable way to get backlinks. But a lot of people over-used it and the article sites themselves became loaded with article spam. When Google rolled out its Panda algorithm, many, many article sites got hit, which devalued the links coming from them.
Those who had relied heavily upon this type of linking strategy experienced decreases in rankings and drops in traffic. As the big sites got penalties, those who relied upon them felt the blow as well.
The solution then, is to focus on quality and never overuse one strategy.
This is not the only example of over-use (abuse), it's just one that comes to mind.
Such kind of changes and announcements effect only those people, who use unprincipled ways to generate traffic. Those who generate natural links with fresh and quality contents, have not to worry about this.
Over SEO is simply gearing any activity too much to what the search engines want and too little to what users want. It could be article marketing or forum profiles, but could also be keyword stuffing or excessive use of anchor text in backlinks.
The solution is to create content for humans, not for search engine spiders. Links and anchor text should also be done for humans. Simple.
I think you are talking about Over Optimization.
Not just on page, you can also do that off page.
Too much if you are optimizing your articles with your keywords and it sounds unnatural, nonsense or irrelevant to the article.
You can also do that by link building one keyword over and over again without any other similar keywords to optimize. (e.g. electrician license, you can use long tail keywords like texas electrician license)

Yes, Google is putting penalty to the websites which are performing over optimization.
It's normal - as far I as view it. I think even before everyone knows that too much optimization whether on page of off page, affects badly one's website. The recent Google update was just a reminder that they are going to be more still strict in targeting those who are overly optimizing their websites just to gain revenue/traffic/ or whatever they want to gain.
Yes there is.. ! But today it has negative impacts on a website.. Google Panda penalizes such sites that do not have proper content but only some keyword based gibberish!

SEO is used to promote websites in such a way that they can be easily understood by search engine. SEO helps increasing the visibility of the websites for the defined keywords.
I think there is... many people are over doing thier SEO and google is up to hunt them. I guess that is why they keep on updating thier system lately.
