When a person signs up for my website can I use their email to add to the newsletter or do they have to sign up for the newsletter? If so is that a bad idea?

It depend on how your website work. Let's take a look at how MyBB work. MyBB allow users to select whether they want to receive email from admin when the register. If they check the box, they will automatically be added to the newsletter. If they unchecked it, they will not be part of the newsletter. What software is your site using? Wordpress? MyBB? Custom?

Your signup form should tell people what they are signing up for.

If your signup form clearly says that they will both access protected areas on your site and receive your newsletter, then it's OK to send your newsletter.

If your signup form only indicates that the signup is to access protected areas of your site, then you need additional permission (another signup form) for you to send them your newsletter.

It's not a good idea to make newsletter automatic because some users don't like to receive bunch of newsletter.
