If you can elaborate your problem more, then it will be easy to find a solution. Are you able to login to your windows or is it restarting on the boot up screen itself? If you are able to login to your windows then there might be a missing or corrupted file in your operating system that is causing the rebooting every time you start up. This can be solved by removing the current operating system and installing a fresh Windows with your Windows DVD.

First, clean Ram and install new OS. If it does not solve your problem, then changing the Power Panel may fix it.

The way you describe it, sounds like you might have A) A virus, which would mean that the virus is actively causing your computer to reboot. Or B.) your computer is overheating or has a problem with the hardware. Without the specific error there is not much that most people can do though.

Either you've got a faulty PSU or if you're using a copy of Windows and it's not activated. Microsoft will automatically send information from your PC to their center, verify it, and if it's not verified, they'll automatically shutdown/restart PC. Correct me if I am wrong. Anyway, this is often what I though it may well be. You can also take technical assistance from 3rd party such as AskPCExperts.

I would have helped in a better way if you would have explained your problem briefly ..but the things you have mentioned makes me think your PC has a RAM issue .
