What is Moz Rank?
Moz started out as SEOMoz, an SEO consulting company. Since marketing websites now involves much more than SEO, they changed their name to simply "Moz". They also no longer provide consulting services themselves.
MozRank is Moz's version of Google's PageRank, which was the beginning of Google's algorithm many years ago. It measures the importance of a website based on link popularity, or, the number, and now quality, of the links a website receives. However, Google's PageRank is now only one of a number of factors used to determine a website's position in the SERPs, and does not have the importance level it once did. Since it is not owned by Google, Mozrank is probably treated the same.
They calculate this score on a logarithmic scale between 0 and 10. Thus, it's much easier to improve from a MozRank of 3 to 4 than it is to improve from 8 to 9. An "average" MozRank of what most people think of as a normal page on the Internet is around 3.
Mozrank is simply a tool to help you understand the popularity of a particular website. Since MOZ is not a search engine, nor affiliated with one, the Mozrank only reflects a third party's (MOZ's) analysis of the factors that determine the value of the incoming links to a site.

Another way of saying that is that incoming links, while still very important in determining a website's position in the SERPs, have been reduced in relative importance as the number and types of other factors have increased. So a tool like Mozrank that helps you measure the popularity of incoming links, and helps you seek out links from sites where incoming links will have more value, is still valuable but since the effect of the incoming links on SERP position is reduced, the importance of what that tool tells you is also reduced.
Moz rank is basically a tool which determines the popularity of a website in Search engine. Popularity can be of any sense like Backlinks, authority of a domain etc. You can say it's also a page rank from Moz.com.
I'd like to add something which the others haven't added yet:
1. Moz Rank will not determine your rankings or the link juice of the other sites.
2. Moz Rank IS NOT Page Rank (will expound on what joeroxx said)... for beginners, Moz Rank is a good measuring tool since it is more "expoundable" which is opposite to PageRank. Since PageRank isn't exactly being defined by Google (number of links, number of pages, quality of content, etc.), MozRank is somewhat more defined by SEOMOZ which will allow you to compare one site from the other.
