If i have a one year old website withe some daily unique visitors. I want to hire some seo person for its seo and he makes bit changes on site for on page seo. And if site is internally linked wrong then he will make changes in those sections too. So the site ranking comes down first and it is also chances that it faces google panality. So what you people suggest handing a new site to seo person is good or just make another website and handover this to him. As i my self is developer so making new website is not problem at all.

A knowledgeable, reputable SEO person should be able to examine the site and determine what changes need to be made, including fixing any broken links and the link flow of the site, during the on-page optimization phase of the SEO project. If the on-page optimization is done properly, you should not be penalized. If necessary, the existing site can be re-designed to bring it up-to-date, but a completely new website may not be necessary.
Of course, finding a reputable, knowledgeable SEO person will not be easy, but they are out there, and it can be done. Make sure you check them out thoroughly before making a commitment.

If the SEO guy knew what he's doing, site shouldn't rank low or it may at first day to a week but it should rank high. hire someone who's reputable.

keep the aged domain for sure. he can change content and internal links to maybe even make it better than what you have now. Never be afraid of changing because you might go backwards...nature of the beast. to be the top/best, you have to take chances and change things up

What makes you feel that, it will be penalty by Google? Fixing on site error such as broken link, re-link and title tag will not hurt a site.

It doesn't matter old site or new site, a knowledge SEO specialist know what to do. If you rebuild a new site with same content, the new site surely hit by Google Panda, as duplicate content is not helping SEO.
