There are quite a few more important than meta data optimization. In fact, Google does not consider meta data anymore, which is probably why your competitor does not use it. The Title Tag and Description meta tag, however, can be used as the heading and short description in your listing on the SERPs, and could help the searcher in determining whether your website is relevant to their search. So depending how relevant Google thinks it is, these two tags can be included. There are other SE's out there that may still use meta data, so it can be included if you wish.
As far as the other sections, or factors, that are considered, there are too many to list them all in one forum post, with relevant, informative content being one, navigation of the website being another, and, of course, backlinks are still important, including where you get them from.

It is estimated that on page SEO counts for 33% of your score for ranking in the search engines. Meta titles and descriptions are only part of that but are relatively easy to get right so are well worth doing. Google says there are over 200 factors which affect your ranking so don't just focus on one of them - backlinks are still the backbone of any SEO campaign

Have you checked backlinks of your competitor's website? Analyzing your competitor's backlinks will help you to find a solution.

Hmmm, actually in that case, regarding my observation nowadays, if you will check out Google, most of the newly launched sites, even if not truly optimized, they usually rank on the top, especially if their main backlinks are those that are from reputable sites, and when they are also gaining natural traffic, through direct, referral and social traffic.
