Is anybody using PBN's here to get links and get ranked eventually? Those who are using it did you guys build the PBN's all by yourself or you have outsourced any kind of work?

PBN's, or Private Business Networks, are a violation of Google's Webmaster Guidelines. The guidelines do not specifically mention PBN's, but do say that link schemes include "any behavior that manipulates links to your site". Since the purpose of a PBN is to manipulate links to your site, they are considered a violation.

Not so useful unless you spend lots of money and also make your PBN site popular, I think this is only good for SEO expert because of it will waste time of business owner.

It's not good for the SEO expert either, since an SEO expert would know better than to use one. If you find an SEO provider that uses one, use someone else, because you'll wind up with no rankings, and a mess that a true SEO professional would have to clean up.

Big no for PBN if you are looking for long term results. Instead opt for guest blogging.

I wouldn't recommend using guest posting in this manner, because you're not solving the problem, you're just using a different method to get the same result. Whether you are using a PBN, Guest Posting, Article Submission, or any other method, if you are doing it with the primary purpose of getting links to your website, you are deliberately attempting to "manipulate the rankings", and so your rankings will drop instead of rise.

My opinion is slightly different than yours.
There are many high authority sites like moz, hubspot, mashable who accepts guest posts. So I think is it will only help you to get good results for your website if you are doing guest posting for these type of sites. and I never said that getting backlinks must be primary purpose if you are doing guest blogging.

Guest posting as a marketing technique can still be used, and the sites you mentioned would help if they accept your submission. However, because these sites are well known, and so have a reputation to protect, any guest posts would have to be exceptional, in addition to being informative, and the author would have to have a very high reputation as well. The primary purpose of the guest post is actually to share informative content, thereby enhancing your reputation. So, if the average website owner tries to submit a guest post, it would be difficult to have it accepted.

Not in those exact words, no. In fact, you said very little. All you said was

It appears, therefore, that you are advocating substituting guest posting for PBNs. The primary purpose of a PBN is usually to get backlinks for one or more websites. Your statement, as written, implies that you are indeed advocating guest posting primarily for obtaining backlinks.

Though these sites are well known, it is not that difficult for average website owner to contribute a guest post if that post is informative enough. It is not necessary that contributor must have high reputation. (they haven't mentioned anything like that in guest post requirements guidelines) and if you take a look at guest posts published on these sites, you will know that it is not mandatory to have exceptional post to get it approved by admins. There are many simple posts one can find over there. The only thing is that it can take days from these admins to receive a confirmation about accepting a guest post and it is just because they receive so many guest posts requests and they have to check each and every article.

It depends. Usually sites in PBN dont have value and building PBN to funnel link juice to money-making site is unethical.

If you have this question about 1-2 years ago, the answer would be a straight yes but in these days you should avoid using it as it is not very useful to get long term results. Instead you can do do guest posting on quality high ranked blogs which are related to your niche.

This suggestion was already made earlier in the discussion. If your post is accepted, and if the owner of the blog accepts links in guest posts, you might be able to use this method. If I remember correctly, however, it fell out of favor for a while because the posts submitted were spammy posts that were written specifically for getting links. Unless you can write a very high quality post, therefore, most places worth submitting to would not accept your post.
