Just enlist the parameters of aptitude and attitude you are looking in your employees....prepare a set of questions with flexible answer...you can have an idea of the employee whether he fits in your scale or not....otherwise take help of one of the many tests available only....hiring HR is the option you can always think otherwise in the end...

If you could provide more details about the job then it would be helpful. I'd explain it in a simple way to you. When you need to hire someone to do a job you first think about the job that you need to be done. If you want to develop a website then what would skill would it need? A web designer would be someone who possess those skills so you need to hire a designer for the job. You can use this approach for other tasks as well.

When you have assessed the desired qualification you can create a Job Description and post it on various sites to attract application from interested candidates. Now for selecting a suitable candidate you can look at his experience, previous jobs and projects completed and select a suitable one.

    Hope this helps!
