Installing it on local host is not good idea, because the amount of bandwidth and space used, your IP provider may not like mainly the bandwidth contentious usage as fair usage will come into question and secondly HDD will also be full. These days you get host for peanuts so Id advice you get cheap hosting provider who will offer you service for less then $2 month anyways good luck.

To install wordpress on local host just download WordPress (Version 3.8.1) from its official site , then make a database with a username using php my admin and then just extract the WordPress (Version 3.8.1) in your root directory or wherever you want to put it and then after put the DatabaseName, UserName,Password and lastly submit it.
