My tips would be to run cleaning software. I use Advanced Systemcare which is reliable. I also run CCleaner which is a great software. Also, defragging every now and then is nice too.

If your computer takes a long time to start up, the first thing you want to do is see everything it starts when you hit the power button. To do this, click on the Windows button, click “run,” and then type “msconfig” into the box. Click on the “Startup” tab. Some things you want to leave alone

Uninstall programs that you do not use, change the power plan os system to high performance, clear temporary file, install an anti-virus program, run a disk fragment and add RAM to your system.

As guys already replied, first of all you need to find our what you have now and for what you need to increase your PC speed.
Simply clean up everything: histories, register, cache... Scan your PC for viruses and try to disable unneeded running programs. This is always up to you

It is highly recommended that uninstall unnecessary software's from your PC and run CCcleaner. However, remove all your files from recycle bin and also templ folder from your computer. Restart one time, once you done with all this activities

Speed depends on your specification of the computer. So without knowing the specs, it's impossible to tell you what should be done.

One of the best ways to speed up a computer is if it is desktop, to physically clean the fans and blow out the inside of the case with compressed air. Make sure your fans are also working optimally. If you have one or more bad fans, this could be the issue since not enough cool air is being pulled into the case and not enough hot air is being pulled out of the back. If its a laptop, make sure the back end is raised slightly because if the fans on the bottom are blocked you will have the same issue. This advice is mainly from a hardware perspective as the other posters in this thread have pretty much covered the software side.

Don't you think it's risky to use a blower as there is always a chance some of the pc components might get infected?

Keep your computer safe from viruses. Install antivirus, keep scanning regularly, keep deleting temporary files.

Run a Disk Cleanup. This can clean up hundreds of megabytes by deleting temporary files, unnecessary system files, and emptying your recycling bin. Click My Computer, right-click Hard Drive, then click Properties. Click Disc Cleanup (within the General tab).

For the most part, I can successfully speed up my acer computer that I have had since 2012 using the following methods:
    - do a thorough system cleaning
I use CCleaner to clear up the trash and uninstal unnecessary apps and tools in the system. I believe developing a habit of cleaning trash on a regular basis is quite important for keeping the system light and fast.
In addition to that, I remove all the unwanted files in C drive and avoid setting the C drive as the destination of various downloads.
    - keep drivers on the system up to date
I use SnailDriver to scan and update the outdated drivers on the system. Outdated drivers can result into various issues on a computer which include a slowdown of the system performce, so I am always happy to see my drivers are up to date.
