It term of setup and layout no different.
1. I call it as business page, when the page is setup by a corporate or company.
2. I call it as fans page, when a page is setup for fun, something like fans club. e.g. Coffee lover or Anti Coffee fans

Each site has different layout to create a page. Google+ allows you to create business page. You need to create personal profile on Google+. If you already have your personal profile on Google+ then you simply go to “Create a page” and allow the step to get started. You must follow all Google instruction to create a business page.
I think you should create a Business page on Facebook because that is the best way...
So does that meant that a page, created to promote a certain website or blog can be called a Business Page?
What I think is, a Business Page can still be a Fan Page. How? The members of that page are "fans" of your business, even though they are die-hard fans, casual fans, or just users who "liked" the page.
