I think it increases but as an SEO professional for many years I just haven't seen it as a short term solution. It takes a very long time to get to where you have the right kind of SERPs.

Depends on the situation. I've worked with sites that started unranked on Google and turn out #1 in Google in about 35ish days. A lot of outside factors were present, including a low competition keyword, good domain age, and near-perfect on-site SEO, but it was a good selling point for them. High competition keywords, if marketed correctly, usually take around 3-4 months to show significant improvement, and then you have to consider the jump from say #465 -> #65 isn't as impressive as say #22 -> #19, in the grand scheme of things.

Focus on your visitor and what you want him to do. A page selling something should focus on trying to make that sale. That's why it's called a sales page. If you can't convince the visitor to buy from you, your conversion rate is going to be poor. SEO improves the visibility of your product but it does not mean there will be sales.
I don't care how many visitors you can get with SEO or even PPC or other methods. I'd rather have 100 visitors and making 10 sales than 1,000 and making only 1 sale. It's not about the amount of traffic which is what StarkSEM is saying. It's about getting quality traffic.
You need a balance. SEO people are generally OK at bringing you traffic. They are not good at selling and neither are web developers and to me, that's more important.
So my advice is, get a good copywriter to create your sales page. Refine on-page SEO. This should be mostly tags, not the sales message itself or you might destroy what the copywriter did and decrease conversion rates. Give that to a web developer and build the site. Supplement with PPC and other online traffic methods. Learn from these to improve your on-page SEO. Don't forget about off-line methods as well, it's all part of your overall marketing efforts. In this way, you'll maximize quality traffic and maximize ROI.
