How to get PR in a new blog and how much time does it take to get PR
Once again someone has asked a question that has no definitive answer. There are way too many variables to specify, as there are almost as many, if not more, blogs as there are types of businesses, spare time activities, areas of responsibility, etc. Anyone can write a blog about whatever they wish, and they take different lengths of time to get PR. Also, are you referring to the Page Rank, the number 1-10 that is assigned to a website by Google. If so, don't even worry about it, it's not as big a deal as it once was. Eve so, there are still people who think it matters, and they try to increase it.If, on the other hand, you are referring to the blogs position in the SERP's, my original statement also applies. As long as you follow the Webmaster Guidelines, you should probably see substantial movement within 3-4 months, unless you are doing it yourself, which means it could take longer, but it's hard to say how much.
Page Rank is something that updates only by Google within few months and it depend upon the quality of your site and number of visitors on your site, if you want your site have better page rank then you should work on it in a well mannerly way also you should improve your site.

Nowadays it is better to promote your keywords and not bother about PR. And what about time: it was already said - no definite time at all, from days to months

It depends on many factors, your content, your update frequency, your link building, etc.
Page rank is consider by google and it depend upon how many you made new back links for site and your quality of sites.
PR depends on the sites which are linking to you and their PR respectively. But if you have a new site, you shouldn't build thousands of backlinks to gain PR - you will fall under the filter. Besides, PR isn't the main ranking factor of Google.
Depend on blog.. You can get PR0 within 20 days if you have quality content and natural links... Once you get PR0 it will increase when Gooogle update their PR.. 4 Time in a year I guess

If you write quality articles, links will come naturally - do relevant seo by linking to domains which falls in your industry. There is no reason that your page rank will improve
However, if you ask from 0 to 3 or 0 to 4 in how much time then may be no one can answer it as much depends on sites linking and quality content. Trust it helps
