Our retail stores, especially groceries and department stores, have always been overstaffed - plenty of salespeople, cashiers, and baggers. Now, these stores are suddenly firing people as there is a new mandate from the government giving a lot of new benefits and rights to workers - security of tenure, retirement pay, to name a few.

As a businessman, I can see there is some sort of opportunity here as a lot of people will become unemployed. Additionally, retail stores will become shorthanded, so probably a lot of its processes will be impaired. What are some ideas to profit from this situation?

In this situation, you need to start a chain of your stores where you will get the profit as well as you should not have to expel employees.

I don't think how you can earn by unemployment but increasing sale on your own shop can be beneficial. Your question is really very difficult.

I am sorry but morally I am not bad and don't want to give idea to earn money by kicking peoples from employment.

Are you trying to create a solution for the stores or the unemployed workers? For the store if the problem is staffing due to downsizing to save extra cost due to new regulations, provide a campaign solution to store owners that give discounts on 20%-40% of your inventory only during times that you have the most staffing. During the regular hours the prices go back to normal. You can name the items that are 20%-40% off. Stuff you are trying to get rid of anyway.
If it's a business to capitalize on unemployed workers offering a work from home solution that agitates the fact that working for someone else will almost always end up with them seeking employment again will be very appealing. Some type of affiliate program that you created.

In economic theory, an increase in unemployment will come with the decrease in inflation. So you could take advantage of that and lower your inventory volume and use money to use in more beneficial ways

A lot of those workers might be interested in starting their own businesses. Offering a business course or affordable business options would be great options because you'll be helping them while helping yourself.
