What makes an SEO great versus mediocre?
When everyone relied on search engine to get answer, SEO become very important. SEO make a website stand out as searcher answer. SEO control the answer, answer control buying habit and enquiry.

There are several individuals and companies out there who think they know SEO because they know the basic steps to perform. Others have more knowledge, but choose not to use it properly, or do not have the skills necessary to use it properly. The best, however, have their client's best interest in mind. They use their knowledge of SEO techniques to get the client's website ranked as high as they can in a reasonable period of time. They also keep informed about changes in the industry, if, and how, those changes will effect the results their SEO programs achieve, and whether they need to adjust thir programs to serve their client's better.
As far as the SEO marketing programs themselves,the best will provide the best achievable results, in a realistic period of time, while still adhering to the Guidelines established by the search engines.

Band may be right, but it doesn't really answer the OP's question. Greg basically wants to know the best ways to use SEO to increase a website's ranking, or how to determine if a provider's SEO program is worth investing in. Greg, feel free to correct me if I'm wrong.
Not necessarily. First you need to make sure the right keywords are being targeted. If not, getting to the top if Google will not help.
I'm not completely sure what you are talking about but assuming that you are saying "What makes an search engine optimized site greater than a site with poor SEO?" then I can answer.
A site with good SEO on the correct keywords will get more niche users and will be more easy to find.
If you are saying "How does SEO make a site worth more than a site with poor SEO"
It's basically the same reason as I stated from before, as you will obtain niche users and the site is at high rankings.

Well there is a difference. Although sometimes you really won't find the spot because the results are the same or because they are using the same methods. Some SEO relies on their knowledge of the things to be done. They go to the point that they know what they are doing and still do it as long as their rankings are doing great. But, what really makes an SEO great in terms of the method, strategy and technique they use is that they are willing to learn and try new things every now and then. Using the information learned, they try to implement it to know if it really is effective. Eliminating the things that doesn't really work or not effective enough to the things that really work.
SEOs' importance and value depends mostly on the users. SE's continue to improve their SERPs so that online users will have easy access to their search queries, information etc. What makes SEO complicated is a matter of business aspect. Businesses wants to be what users should be seeing and looking for on SERPs , competing with other businesses and companies.
How about results? But not just "results," lasting results. Using tricks and gaming Google to reach the top of the SERPs might be exciting or valuable to some, but once you're penalized, the heartbreaking reality isn't so exciting. Watching your traffic dry up is very painful.
Therefore, lasting results must be the measure. If one can get their site to the top and keep it there - that person is truly great.

What may be causing the problem is Greg's use of "an SEO" rather than "SEO". This makes it difficult to determine whether he is asking about the process or about SEO providers.
