    I need to write a business plan for DVR (division of vocational rehabilitation). The business I want
    to start is a online business, so how I need know how go about writing business plan for online business.

    A simple model for a business plan is: The People, The Project, The Market, The Money... Needless to say the financials tend to be seen as most important, followed by a compelling exec summary which is really where you sell the idea to lenders, investors, etc... There are plenty of free examples in the public domain if you Google 'Free Business Plan Template'... Good luck... M.

    First step for starting any business is getting more and more knowledge about that field then prepare a model the think about manpower needed and cost and many things more and i suggest you to take advice form the expert of that field in which you are starting the business.All the best from my side.

    I do not think that you should write any business plan as I assume you do not have any experience in the same because you are asking about the same. This is a very sensitive step for any business and needs a lot of proper experience or at least research to make it successful.
