You can start to promoting your business by new URL due to old URL. Hope your old page PR will pass to your new domain and you will be on a way.

Why did you bought new domain? Is it just for SEO purpose?

If there is no pages to view than what you will show to search engines. If I am not wrong than you're trying to do black hat SEO.

If the new domain/URL is re-directing to another URL it is that other URL that gets the benefit; which is the whole point of it (though it is generally accepted with some loss of value).

The only real reason for doing this is if you want to split this domain off at a later date to be a whole new website and you want to have a ready built link profile going to it.

If this isn't the case then don't bother building links to this URL.

As for on-page: absolutely nothing you can do when you re-direct to another URL.

you can only work on the mainly on the link building point to your new domain just as what you did to your old domain. However, it is nothing different if you doing that on your old domain because the new domain is redirect to your old domain
