Penguin is an update by Google search engine which target link spamming website. To avoid penguin penalty should follow some tips during creating back links for your website:-
    1. Create back link only on good quality websites and relevant websites.
    2. Don't focus only on do-follow back-link or don't target only single keywords for a webpage(otherwise it seems your website's back links are not natural, they created for a specific purpose.)
    3. Create contextual back-links.
    4. Use naked url also in back links not only anchor text.

Penguin is an algorithm update given by Google which affects websites with low quality backlinks. If your website have low quality backlinks then your website's search engine ranking will decrease due to penguin update. There are total 6 Penguin updates till now. The latest Penguin 3.0 was updated on 21 October.

If you follow the Google's Webmaster Guidelines, the various updates of the algorithm should have very little effect on your rankings. In this case, you should avoid low quality backlinks from the techniques that others on the forum have recommended, including blog comments, forum posts, and directory submission. You will also want to avoid article submission to low quality article directories, and sites that submit your article to "hundreds" or "thousands" of sites.

By the way, where did you take the course on SEO? They should have taught you about Penguin, Panda, and other updates to Google's algorithm during the course.

Google launched the Penguin Update in April 2012 to better catch sites deemed to be spamming its search results, in particular those doing so by buying links or obtaining them through link networks designed primarily to boost Google rankings.

Penguin and Panda. They are two algorithms of Google' Penguin focus on the quality of backlinks while panda focuses on the quality of content in website. Both are very important never compromise on the quality of content or backlinks in a website. And a little mistake can send a website on the back of 10th page. So content and links both are important.
