How can we know if a certain site is using or showing a fake PageRank?
you can manually check their PR through http://www.prchecker.info/check_page_rank.php
Which you have seen that is showing fake page rank as i did not notice any website that shows the fake page rank. Good to know something new.
Or use the Google toolbar - this comes directly from Google and you know it's valid.
I also never came across any such tool showing fake page rank. I use 'Search status' a reliable add on to know PR and other types of rankings of a webpage I am browsing.
I use the seo add on for firefox. that gives PR, backlinks, KW density of the site. also shows sites that allow links and if they are no follow or follow.
Or use Firefox and use an extension that gives you the rank when you land on a page.
I use SEO Quake which is an addon for Firefox.
PR is depend on follow link. If the high PR only contain few inbound link, most probably the site is selling fake PR.

But isn't fake PR also affects the Google Toolbar?
It can be done by inserting some programing/html codes on one's web page.
Actually no one really knows the real PR of a website. All the toolbars available in the web is just an estimate of your real PR. I guess the most realistic PR can be in Google Toolbar.
Page rank is losing influence in the whole seo business anyway, there are many other factors to be aware of. Content for example.
Where you saw this fake page rank I haven't seen such rank ever!!! can you share with us where you find this fake PR??
I never came across one, but this has been a good topic on other forums that made me confused.
Another way is by using the google tool bar. You can download it and install in your PC.
Melba I couldn't disagree more. Larry Page came up with PR or Page Rank as a cumulative rating of the various factors that affect your SEO and standings with Google themselves. So while I agree content is weighing more heavily than links these days. That by now means insinuates that PR is losing influence.
and yes the Google toolbar is the best place to get your PR
