I've been told by many people to wait until I get a nice and stable clientele in whatever business I'm in, and not before that. What is the best time you guys think I should get an EIN, city licensees, and other legal documentation? (for profit)

I'd suggest that you Contact Your Local IRS Office and ask them if you need one, given your own specific circumstances. Do you plan on employing anyone in the near future?

nope, but if I do, is hiring a freelancer or volunteer would be considered employment? (or even a temp agency)

Anything that you get income from is. Like Fergal said, you might want to contact the IRS because it's different for each State (I think).
