PageRank is an indicator of an individual page's value. It is one of the indicators that Google considers not the only one. A website can have a lower PageRank than another site and still outrank it in terms of the other factors that Google takes into account.

As Gary mentioned, PR is only one factor that Google considers, so it is only one factor for you to consider. You should also consider whether the directory is related to the subject of your website, and the ranking of the directory in the SERPs.

You can submit in Low Page Rank Directory Sites, but According to me try to make submissions in High Page rank Site as well as do follow Sites, it will be profitable for your website.

Today a site is low PR directories, tomorrow the site could be high PR site. Why we should choosing high PR site? Yes, high PR site pass more PR juice, but it frequently require fee charge and slow approval. Furthermore, high PR directories does not mean the actual subpage link back to your site is high PR. We take DMOZ as example, most of their subpage is PR0.

As long as the directories accept my links, I will go for it.

I would suggest that you should be looking to submit to high quality directories. Whether those are high PR or low PR is, to some extent, a different question altogether.

Think about your own site and the profile that you are creating through your submissions.

Yes, but don't focus more on the Page Rank of a site. There are lots of metrics to consider like traffic of a site, popularity, authority and reputation as well.

You can post in low PR sites. Absolutely there is no issue but what if the site has PR 0 and provides nofollow links.

You can submit your website in low pr directory but choose only relevant to your site and if you got back link from that site then it will give you benefit and help you to increase your website page rank.

You can submit your website in low page rank websites. But it should not help to improve your website ranking and keyword ranking.

Both simojohn258 and uthra have provided a little bit of helpful information, but it needs more to really answer the question. As simojohn258 says, they should be relevant to your site, and uthra is correct that low pr sites by themselves will not help your rankings. You need links from a variety of website types to make them look natural. Do not concentrate on only directories.

Yes, you can submit to low PR directory if that is not having any illegal category in them. take the example of Facebook, every new site is linking with them and guess what, they are still having PR9.
Backlink is like a vote and a vote is vote whether it is coming from a beggar or the richest person, only difference is richest person will have more influence on other website also to link with you. Like in elections if a chief will support you, then others will think yes, this person is powerful.
