They are two separate items related to SEO. A "keyword" is the search term that a visitor to a search engine will type into the search bar to find what they are looking for. For example, if someone is looking for accessories for a camera, they might type "camera accessories" into the search bar. They can also get specific, and type in "digital camera accessories", or the name of the accessory they are looking for, such as "digital camera tripod". The task of a webmaster or marketing person/firm, is to find the related keywords searched by people actually interested in the subject of the website. If a website is owned by a provider of merchandise or services, they would find the keywords searched by people most likely to buy the merchandise or service being offered.
A "Tag" is a line of HTML code that identifies the website for the search engines, so they can determine under which keyword(s) a website should be listed. For example, a "Title" tag is the description you see in the tab of your browser when a website page is downloaded for you to view. It can also be used by the search engines in the search engine result pages, or SERPs, as a heading for your listing. It should, therefore, contain one or two of the keywords related to that page. There are also "meta" tags of various different types, some of which can also be used by the search engines to categorize your website page. They are called "meta" tags because they all begin with the word "meta". That is then followed by a word or phrase denoting the purpose of the tag, then the content of the tag, preceded by "content=". For example, a Description meta tag would be written as "<meta name=description content= "Your online source for various camera accessories, including lenses, tripods, and more". You'll notice I did not repeat the word "camera" for "lenses" and "tripods" because the description already has it with the word "accessories", and repeating it is unnecessary.

Tags are self-assigned “labels” that you can use to categorize the posts on your blog. Keywords are used by search engines to identify what your blog and your blog articles are about. A search engine knows what terms are highly searched by users, and looks for those words and phrases on web pages.

If I am understanding better, then the thread starter is not talking about title tags, and keywords searched in search engine. If he will reply and clear here then it would be great. As far as I can understand he is talking about tags, which you can see generally in wordpress blogs those tag clouds, and keywords targeted on the website.

Keyword: this is the word you research on Google Keyword tool.AND the search bar to determine what people are actually looking for and how high is your competition.
Tag: A tag is a word that will categorize your post clumps of posts all carrying same tag.
