Check the ram...mostly booting problem comes when ram goes off, change the RAM.....on the other front if it is starting and not able to boot the windows, the it might be either OS or BIOS problem.....format it or reinstall the windows...

    try this ones,

1: take out laptop's bettry ( and put it again after 5 mins) then try to start,
2: use bootable usb for checking your bios etc,
3: run computer via safe mode and make a new user account via laptop's profile,

    hope it will work, Thank,

Thast essentially a motherboard problem. I had this once when the entertainment on the extreme right of my laptop had a shortcircuit. Each time you try to switch it on, the motherboard receives additional load which may impair performance severely. The service personnel however informed me that they had to detach the wire of the entertainmentpad had to be detached and it wont work again unless I consider replacing the part.

Since I aint much into music and films, I decided not to buy a spare :(

It could be AC Adapter problem so you can check the output voltage with a voltmeter. It could also be memory related problem, you can try resetting the memory module just remove it from the slot on the motherboard and install it back. You can also take assistance from the technicians of AskPCExperts.
