How much effective is a .CC domain and how much important would it be in future, if I build it ?
Your domain extension shouldn't make any difference for SEO purposes. Asking such a question makes me believe that you are looking for an easy way out, or some tricks you can use to fool the search engines. Instead, create a website with content that would be appealing to the visitors you are trying to reach, and use the techniques recommended in the search engine's guidelines.
I agree joeroxx, it doesn't matter what extension you have. Its all about the content. We have several clients with a .net extension and were able to get their rankings up on Google with strong content.
In fact some domains could be blocked by search engines as it happened to .tw, so I'd better to get domain at more popular extension
