No, it is only a guideline to the search engine spiders as to the frequency to expect changes. However, there is no point in telling the search engines to visit your site often if your changes are infrequent.

In webmaster tool, you can find this statement. Which mean Google have their own setting, sitemap frequency does not influence their decision. However, this is only applicable to Google search. Other search engine can be have different impact.Crawl rate: Let Google optimize for my site (recommended)
Ideally leave the frequency blank, and let the search engine discover it automatically.

A Google Webmaster Help thread asks how often does Google crawl your XML sitemap file. Google's JohnMu replied saying it depends on how often the file is updated.
