My social network site offer free register user member earn 12 percent commission and upgrade member get 36% commission.
what upgrade member get? upgrade member get to gain full access to premium plugin and feature added to my social network.
so does this make my mlm legal?
Each country have their own rules and regulation, the best solution is seek for legal advise (lawyer).
What you need to do is to first check the rules and regulations of your country/area about mlm or social network with such. Why? First, there are legal and licensing requirements that is needed first before you start your mlm business - even through a social network. Second, it makes you more credible when you start an mlm business that is duly registered and approved by your area's department of trade and industry.

Is there another way to do this? I on a budget and try to get all this done with minimum cost. I do not have money for layer and etc.....
You can actually design your own MLM program as long as you have first a good idea draft on how will you run such kind of business.

I would agree with patrick0001. Each of teritories has it's own regulations regarding MLM. The reason some MLMs had permission to operate in Asian region, but not in some areas of the United States. Better to run some legal research before you launch your program.
